St. Andrews State Park – C.C. Tiller Memorial Pier:
St. Andrews State Park sits on a peninsula at the east end of the Panama City Beach area, and it gives anglers more than one place to fish. The C.C. Tiller Memorial Pier is a tall wooden pier reaching into the Gulf of Mexico, and a second pier reaches into the calmer water of the Grand Lagoon. The park’s rocky jetties at the pass are also a popular spot to fish, climb and watch boats run out to the Gulf.
It’s free to fish from the park’s piers and jetties — you just pay the state park entrance fee at the gate. Unlike the commercial piers nearby, you’ll need your own Florida fishing license here. The park store near the pier carries bait, tackle, snacks and seasonal equipment rentals (and ice cream).
Anglers pull in a mix of inshore and migratory fish: redfish, spotted seatrout, king and Spanish mackerel, drum, and the occasional cobia or shark. Crabbing is popular too — drop a box off the pier and wait. Sunrise and sunset are the best windows.
St. Andrews is a full day on its own. Beyond fishing there’s swimming, surfing, snorkeling, diving, camping, and a boat ramp, all inside one of Florida’s most popular state parks.

Fishing at St. Andrews State Park
The Gulf-side Tiller Pier and the jetties produce mackerel, redfish and the occasional cobia, while the Grand Lagoon pier is calmer and good for trout, drum and crabbing. Live shrimp, jigs and spoons are reliable. Fish the moving tides at sunrise or sunset for the most action.
